After a successful 25-year career at the helm of a commercial real estate investment firm, Bill Meissner was eager to embark on his next chapter. He founded Spires Realty Partners in 2025 to continue to pursue investment opportunities and build upon that success. Shortly thereafter, strategic partnerships were formed to utilize the unique expertise of trusted colleagues and their respective firms. Spires enhances its capabilities by aligning with these partners to execute on targeted investment opportunities.

Bill co-founded Ruppert Properties in 2000 and was its managing partner until 2025. Since its inception, he led the company to become one of the area's leading full-service commercial real estate investment firms, exceeding industry returns, and building a generational income-producing portfolio of assets. During his tenure, he was responsible for the company's overall day-to-day operations, including investment strategy, leasing, construction, property management, financial operations, and people development.
Bill attended the University of Baltimore and completed the Real Estate Finance and Development Executive Program at the Massachusetts Institute of Technology (MIT). Bill is an active member of the National Association of Industrial and Office Properties (NAIOP), the NAIOP National Private Developers Forum, and the Urban Land Institute (ULI).
